Empty weekday and off-season slots fill when you offer a different, smaller product to people who already know you, on a handful of specific dates. They do not fill when you discount the session you normally sell. That distinction is the whole article, and ignoring it is how photographers train their market to wait for a sale.
A photographer's calendar is lumpy by nature. Weddings and family sessions cluster on weekends and in a few good months. Tuesday morning in February is not a slot anybody is fighting over. The question is not how to make Tuesday popular. It is what you can sell on a Tuesday that you cannot sell on a Saturday.
